For municipalities
Municipalities need safe, algorithm-free communication with residents, and should no longer depend on platforms outside their control and influence. We are a company from Voss in western Norway that has solved this, and we already work with 120 Norwegian municipalities.
Since September 2026, Meta limits Facebook pages that do not pay to around two link posts a month. To share more, the municipality has to subscribe to Meta One.
The problem was there before: for years Facebook has given posts with links very low reach. The municipality has published, but the algorithm has decided who gets to see it.
The question is not only what it costs, but who owns the channel between the municipality and its residents.
| Question | Friskus | |
|---|---|---|
| Who decides what is shown? | The algorithm | The municipality |
| Advertising | Yes | No |
| Links | About 2 a month without paying | No limit |
| Cost for local clubs | Every page pays for itself | Free when the municipality has a licence |
| Use of data | The basis of the business model | Never sold |
| Company | American | Norwegian |
The municipality pays one licence, and every club and association in the municipality uses Friskus for free. The licence includes:
Hol is one example of a municipality that uses the municipality app.
We do not make money on residents' attention or data: no algorithms, no advertising, and we never sell your data.
Friskus was founded in Voss in 2017 and has offices in Voss, Bergen and Oslo. Our mission is to make it easier for children, young people and adults to take part in their local community.
In line with the national strategy for digitalisation in the public sector, «the resident in the middle and more services around them», Friskus is built as a practical tool for the different departments of a municipality. Everyone gets a tool for their job and reaches their target group, while being on the same digital platform.
Residents get an easy-to-use service and quick access to the right amount of relevant information, based on their interests and needs.
Gather and show activities and a wide range of opportunities in a clear and simple way.
Our digital solutions for handing out local funds are used today for the leisure card pilot and for municipalities' own leisure and culture card schemes.
Make it easy to ask for help and recruit volunteers, and free up resources.
With the organiser overview, residents easily find municipal departments, clubs and organisations.
Messaging lets organisers and participants talk to each other, so it is easy to start a conversation between residents and municipal departments, organisations and clubs.
Our project advisers help you with implementation and training.
It should be easy for everyone to take part in meaningful activities, and to feel joy, belonging and engagement!
The Friskus vision

Today Friskus is Norway's leading supplier of this technology. It is free of advertising, and is rated as high quality and easy to use.
